Passage Breakdown

Firefighters have gotten much better at stopping wildfires, but completely preventing fires can actually harm many forests because those forests evolved to have small, regular fires that clear brush and keep big fires from forming. When fires are kept out, dead wood and small trees build up and later fuel huge, destructive fires that kill animals, destroy old trees, and wash away soil. Since you can’t change the land or control the weather, managers should reduce fuel by thinning small trees and using controlled burns or allowing some low-risk natural fires, then do maintenance burns every 15–20 years so future wildfires cause less damage.

Logic Breakdown

Compare the unconditional policy to the author’s advocated approach: locate lines that recommend managing (not eliminating) fires and that allow lightning-caused fires only under safe (damp) conditions.

6.

It can be inferred from the passage that the author would be most likely to regard a policy in which all forest fires that were started by lightning were allowed to burn until they died out naturally as

Correct Answer
D
The author favors managing fires, not leaving them completely uncontrolled. He explicitly says that "land managers in North America [are] to strive to manage rather than eliminate fires" and describes prescribed-fire policy as including "allowing fires set by lightning to burn when the weather is damp enough to reduce the risk of extensive damage." He also warns that when fuels build up and fires occur they can become "a fire so large that it leaves total devastation" and "reach the crowns of centuries-old trees, destroying them." Because the author supports conditional, controlled use of lightning-caused burns (only under damp, lower-risk conditions) and stresses avoiding catastrophic crown fires, he would regard an unconditional policy of allowing all lightning-started fires to burn until they die out as too extreme and likely to cause the very destruction managers want to avoid.
