Reading Comprehension
Passage Breakdown
Firefighters have gotten much better at stopping wildfires, but completely preventing fires can actually harm many forests because those forests evolved to have small, regular fires that clear brush and keep big fires from forming. When fires are kept out, dead wood and small trees build up and later fuel huge, destructive fires that kill animals, destroy old trees, and wash away soil. Since you can’t change the land or control the weather, managers should reduce fuel by thinning small trees and using controlled burns or allowing some low-risk natural fires, then do maintenance burns every 15–20 years so future wildfires cause less damage.
Logic Breakdown
Locate the author’s thesis in the passage’s concluding sentences: the author diagnoses problems caused by fire suppression and recommends a policy shift to manage fires by focusing on fuel (selective harvesting and prescribed burns).

Correct Answer
D
The passage's primary purpose is to recommend a fundamental policy change from eliminating fires to managing them by controlling fuel. Support from the passage: "Because of the relative success of fire-suppression efforts, many forests, including ponderosa forests, have now been free of fire for 50 years or longer, leaving them vulnerable to these devastating crown fires." and "It is therefore increasingly necessary for land managers in North America to strive to manage rather than eliminate fires; land management policies should recognize the essential role that fire plays in many ecosystems." The author then prescribes how to implement this change: "Land managers should therefore focus their efforts on fuel. A new kind of wildfire management that is designed to simulate the natural role of fire through a combination of selective harvesting and prescribed fires is the most promising method for controlling fuel." Together these statements show the passage is advocating a fundamental policy change in light of evidence that current policy has produced undesirable conditions.
